Staff working on utility policy updates; board hears early interest from data-center developer

Staff told the board on Oct. 9 that a working group has been convened to draft updated utility policies using templates from peer utilities and that the group expects a first draft by mid-November with a target of final materials by Dec. 31.
Miss Bennett and other staff said they have reviewed policy examples from other utilities and are tailoring them to Albany’s operations. Board members asked for a list of the policies under consideration and requested regular updates on capital projects tied to stormwater and other programs.
Management also reported business-development interest: staff said a data-center developer has expressed interest in approximately 2–2.5 megawatts of capacity, and the utility has roughly 32 megawatts of capacity on its system. Management said it would vet potential agreements and present contract recommendations to the board when ready.
Board members commended staff for beginning the policy work and asked that the proposed policies be shared alongside implementation guidance and any budget implications.
