Board pulls 3 Oaks Pond park conversion proposal, asks staff for project prioritization

Albany staff presented a plan to convert 3 Oaks Pond (Pheasant and Meadowlark) into a small community park by extending pipe and filling ditches after earlier drainage work redirected water to nearby Lake Cornelia. "3 Oaks Pond is located at Pheasant And Meadowlark. It's about an acre and a half size of a pond," the presenter said, describing past flooding and the proposed grading-and-pipe design by Lanier Engineering.
Several board members questioned whether the work should be funded from stormwater SPLOST funds or treated as a recreation project. One commissioner told staff the proposal "is not, in my opinion, a stormwater project" and urged the board and commission to prioritize long-standing flooding problems at Valencia and South Madison first. Members also raised concerns about optics of using stormwater dollars for park amenities.
Given those concerns, the board agreed to pull the item from consideration and requested staff return with a prioritized list of stormwater projects, cost estimates and available funding so the board and commission can evaluate the proposal in context.
The item was discussed extensively but not put to a roll‑call vote; staff will follow up with a project update and prioritization schedule.
