Senator Greg Hertz introduced Senate Joint Resolution 8, requesting an interim study of special districts and special improvement districts. Hertz told the committee that special districts now account for about 10% of property tax bills across the state and said reporting on revenues and expenditures by those districts is incomplete and inconsistent.
