Staff emphasized the facility would operate as an animal control facility rather than an adoption shelter: rescue groups would be invited to assist with animal adoptions and veterinary services, while the county focuses on animal control, intake and public-safety functions. The board approved moving forward with the design and RFP steps; staff will return with itemized cost estimates and a projected operating budget to inform any construction decision.
Commissioners asked that staff prepare a full picture of capital and operational costs, including any required licensed veterinary contract, before committing to construction.
