Broomfield council roundup: business investment agreement, trash‑hauler licensing and ADU code updates

Broomfield’s City Council used its Sept. 9 meeting to act on several items of municipal business.
Ordinance No. 2274: After a brief second‑reading public hearing with Raven Space Systems in attendance, council approved a business investment agreement with the company on second and final reading; the motion passed unanimously.
Ordinance No. 2272: Council approved on second reading a code change transferring licensing responsibility for trash‑hauler permits from the City Council to the City and County Clerk’s office and moving fee‑setting authority to the city manager or designee; staff said the change retains council oversight but streamlines administrative actions. The ordinance passed unanimously.
Ordinance No. 2265 (ADU updates): On second reading the council approved updates to Title 17 to align Broomfield’s accessory dwelling unit rules with recent state law, removing the owner‑occupancy requirement and clarifying setbacks and tiny/manufactured home language; the ordinance passed unanimously 10–0. Staff said the change makes the city eligible to be an ADU‑supportive jurisdiction for state programs, though staff noted some grant matches and eligibility constraints make immediate grant pursuit unlikely.
Consent agenda: Council approved consent items 6a–6c (minutes; a construction management consulting agreement for the Industrial Lane bikeway Phase 2 project with Martin Martin Inc.; and a multifamily housing revenue bond carry‑forward) by unanimous vote.
Votes: Consent items passed 10–0 (SEG 1469). Ordinance 2274 and 2272 each passed on final reading unanimously (SEG 1522, 1588). Ordinance 2265 passed unanimously on final reading (SEG 5021).
