During public comment, DC Orr criticized the planning board’s past conduct, alleging the board had operated for two years "doing the zoning illegally without forming a zoning commission" and said the public had been left "flat-footed" by that past conduct. Orr also raised concerns he described as conflicts of interest involving two council members and the Kootenai Regional Development Corporation (KRDC), and connected the matter to ongoing litigation he referenced as the Torgerson lawsuit. Council moved and approved the appointment by voice vote.
Council did not debate or delay the appointment; the new member will join the board as the council works to align terms so two seats expire each January.
