Boone County awards HHW, electronics and other contracts; re‑awards amphitheater demolition after contractor bankruptcy

Rob Franksman described the county’s household hazardous‑waste (HHW) event planned for Nov. 1, 2025 and recommended awarding disposal services to Environmental Enterprises, Inc. (EEI) as the best‑scoring vendor; staff estimated the cost at $126,901.59 and said the county will submit the amount to the Kentucky Division of Waste Management for grant funding, which historically covers the expense.
Franksman also recommended awarding electronics collection services for the same event to Tri‑State East Scrap, the only bidder, at an estimated price of $37,741.10; that amount will also be submitted for grant funding and each participating county will cover any overrun of its portion.
On parks procurement, Matt Dowling recommended awarding a used Toro 4,500 rear‑mounted rough mower from Century Equipment at $66,500 for Boone Links (enterprise fund). The court approved that purchase.
Dowling also reported staff terminated a previous demolition contract with Battle Axe Construction after the company entered bankruptcy and recommended awarding the amphitheater demolition at Boone Woods Park to O'Rourke Wrecking Company at $33,800 (their original second‑lowest bid). The court approved the reaward.
David (parks) recommended accepting a $17,000 bid from Yoakum Fireworks for a 20‑minute show at the Boone County annual celebration; the court approved the award. The court also approved renewals for PortaClean (portable toilets) and mowing contracts under existing bid terms.
All procurement motions reported in this item were approved by the court during the meeting.
