Boone County approves midyear increases for social‑service agencies from MHID/aging fund reserves

Laura Plyman, the county director responsible for social‑service allocations, told the court that organizations funded this fiscal year could request a midyear increase of up to 20% if they had expended 50% or more of their allocation by Dec. 31. Plyman said the midyear increases are intended to get funds into the community where demand exceeded initial forecasts.
Plyman said the recommended increases would not necessarily require a budget amendment; the county would use designated reserves within Fund 76 (Mental Health, Intellectual Disabilities and Aging) and perform line‑item transfers to cover the allocations. Matthew (county finance) said the fund carries a healthy reserve and staff can provide the exact reserve balance on request.
Commissioners asked about whether the 20% cap would create an incentive to intentionally overspend; staff said the request is reviewed in context of all programs funded for a given organization and that over‑ and under‑spending across multiple programs is considered before recommending additional allocation. The court approved the recommended midyear increases unanimously.
