OSMP rolls out Panorama Point nightly-closure pilot and outlines ranger program upgrades

OSMP staff briefed the board on operations in the Flagstaff Corridor and a set of operational and technology updates for rangers. Jeff Haley summarized recent work: the Boulder Star lighting now uses a wind sensor and can be turned off automatically during high wind/red-flag conditions; staff installed webcams and trailhead cameras to monitor use and support enforcement; and the department is piloting a nightly closure and one-way circulation at Panorama Point using two gates, striping and signage to discourage nighttime parking and illegal activity.
"The gates will be closed and locked every evening," Haley said of the Panorama Point pilot, which staff planned to begin the upcoming Friday using contract security to open and lock while rangers focus on enforcement and resource protection. Staff emphasized this is a pilot to be monitored and measured through 2026 to assess impacts on crime and resource protection.
Ranger senior manager Burton Stoner provided a deeper look at the ranger program: current staffing (25 ranger positions), recent technology adoption (body-worn cameras, mobile mapping apps like Caltopo and Raptor, and planned drone policy for 2026), and operational trends showing increasing law-enforcement and medical incidents. Stoner also explained encampment procedures (72-hour notice to remove gear, 24 hours in high-conservation areas, immediate action for active fires) and said OSMP is formalizing a memorandum of understanding with Boulder Police to strengthen training, recordkeeping and joint responses to law-enforcement incidents.
Trustees asked about barricade placement, public communications and where to direct questions; staff said project updates will go on OSMP web pages and that they will continue to evaluate downstream impacts such as shifts to other trailheads.
