"This is more of a formality that we bring it up and let you know we're working on it and that, today's meeting, by bringing it up, we get to use the time towards our in kind, towards the grant funds," Speaker 4 said. He added that the plan must be updated periodically: "Every 5 years, we have to update this by federal law."
Speaker 4 said the group has seen higher attendance than usual—about twice normal turnout at recent sessions—and that city and county leaders have been participating.
