County amends land-use code to allow kitchens in accessory structures

The Utah County Commission voted to amend the county Land Use Ordinance to remove a categorical ban on kitchens in accessory structures while retaining the prohibition on dwelling units.
Community Development staff described the change as limited: the ordinance will continue to bar living/sleeping quarters in accessory buildings but will no longer single out kitchens as prohibited. Bryce Armstrong said the change reflects common city practice and would allow applicants to obtain permits and inspections rather than build unpermitted features.
Applicant Jeff Hanson, who sought a pavilion with a food-preparation area adjacent to a pool, said a kitchen in a pavilion does not create living quarters and that the current prohibition is overly broad. A commissioner moved to adopt the amendment; the motion passed by voice vote.
Staff said the amendment keeps enforcement tools but makes it easier for property owners to seek permits and inspections instead of retrofitting or hiding features.
