The board voted unanimously to approve an 11-item consent agenda and to adopt minutes from a prior meeting after requested wording clarifications about who made certain statements and which recommending body (Planning Commission versus Ag Protection Board) informed the motion. Speaker 5 moved to approve the minutes “with the addition of the items as discussed,” and the presiding speaker announced the motion carried, 3–0.
On a vendor contract renewal, staff explained the county’s new agreement with the Sidwell company is a continuation rather than an entirely new relationship but includes a contractual provision allowing the vendor to increase rates by up to 5% per year. Speaker 9 said the 5% change was added at staff request. The commission approved the renewal by unanimous vote.
Commissioners also considered a three-year contract that uses an electronic, click-through acceptance process. Staff advised that the agreement included an early-termination provision. Commissioners questioned a reference to a $24.99-per-year fee and whether the contract’s annual period was tied to signature date or calendar year; staff indicated the vendor’s terms specify the annual start date but did not provide further detail during the meeting. After discussion, the board authorized the purchasing manager to complete the vendor’s electronic acceptance process, and the motion passed, 3–0.
On item 12, the commission unanimously waived the county event fee for an Orem District Boy Scouts event described as a “50 miles in 20 hours” walk starting at Provo Boat Harbor and following the Provo River Trail and Murdoch Trail toward Provo Canyon. Staff noted roughly 500 participants in past years and emphasized trail-sharing safety; Speaker 5 moved to approve the waiver, finding the event would contribute to county residents’ safety, health and convenience.
The commission also agreed to table item 14 for additional closed-session discussion and then voted to schedule closed meetings (items 16 and 17) to discuss sale of real property/water rights and personnel matters addressing character, competence or health, as listed on the agenda.
Following the closed sessions, the board returned to open session, recalled item 14 from the table, and approved an appointment to the county’s Tourism Tax Advisory Board. Speaker 6 moved to appoint Danny Wheeler to represent a convention center; the motion carried, 3–0.
