The Board of Commissioners tentatively adopted the county’s 2017 budget and authorized staffing-plan changes intended to bolster personal property tax collection.
Chair introduced the tentative budget as a work in progress and thanked the auditor’s office and department staff: “I do want to thank the auditor's office and, Brian and Deneen for the work that they put in this as well as all of the work that the departments have put into it,” the Chair said. Commissioner S5 moved to adopt the tentative budget (item 4) and the motion passed 3-0.
Why it matters: Commissioners said the staffing changes tied to item 7 are intended to increase proactive collection of delinquent personal property taxes, which could improve county revenues. Commissioners debated whether approving new positions late in the year creates a precedent and whether funding would be available next year.

Commissioner Lee pressed for clarity on timing and funding; other commissioners noted the county’s ANC fund had surplus funds to help cover potential costs. Commissioner S2 observed that “the ANC fund is got a million dollar surplus in it this year,” as part of the discussion about funding availability. Staff said hiring for any newly approved position would not start until January, and departments would include the changes in next year’s staffing plan. Commissioner S2 moved to approve agenda item 7 (staffing changes); the motion was seconded and carried 3-0.
Budget status and next steps: The board repeatedly described the document as tentative and said further review will occur before final adoption. Chair said ample opportunity remains for commissioners to raise questions and reminded members that the tentative adoption does not finalize funding until later budget work is complete.
