Commission continues redevelopment/TIF request for CityView apartments to allow more briefings

Developers for a proposed CityView apartment project in downtown Provo presented a three‑building, roughly 159‑unit residential development with underground parking and courtyard amenities and asked Utah County to participate in tax‑increment financing (TIF) to close a funding gap.

Soren Halliday of Pec Development said the project team had been in discussions with Provo City and the school district and requested a county tax‑increment participation capped at the county's requested amount. "We are the developers of the proposed 200 CityView apartment project… a 3 building, a 159 unit apartment project," Halliday said, summarizing the site, phased construction and the request for tax increment to help offset costs such as underground parking.

Commissioners questioned whether the CDA/RDA designation for the redevelopment area preceded the project or was created to facilitate it, and whether a 75% participation level was appropriate; one commissioner said he would prefer a lower starting participation percentage and more negotiations. Developer Cameron Gunter said the CDA predated the current developer's involvement and that taxing entities had been involved in negotiations.

Given outstanding questions and the need for additional briefings with the developer and taxing entities, the commission voted to continue the item for one week to allow the lead commissioner to obtain further detail and to permit additional conversation with Provo City and the redevelopment agency.
