Council roundup: grants, skate park grant progress, art donation, appointments and look-ahead

At the Aug. 21 Talent City Council meeting staff delivered several operational updates and the council approved routine appointments and an art-donation agreement direction.
Grants and projects: City manager Gary reported the city signed an intergovernmental agreement with the Office of Emergency Management/FEMA for a Bear Creek wildfire mitigation project totaling about $1,300,000; staff said they await the fully executed IGA and expect work to begin in the fall. Gary also reported the skate park project’s full funding request was approved by the grant advisory committee and is scheduled for final action at the Oregon Parks and Recreation Commission on Sept. 18; state and federal reviews (including HUD and DOJ as applicable) remain part of the process. The city received notice inviting a full Community Development Block Grant (CDBG) application for acquisition of 49 Talent Ave as a community resource center and was asked to submit a full application by Sept. 3; staff requested letters of support and will coordinate with partners.
Business Oregon: Marta Taranci (Business Oregon) briefed the council on two open state opportunities: the Childcare Infrastructure Grant (applications Aug. 15–Sept. 30) and the Economic Equity Investment Program; she said free technical assistance providers are listed on Business Oregon’s website.
Art donation and committees: The Talent Public Arts Committee recommended acceptance of two 18-by-24 oil-on-wood paintings offered by Sarah F. Burns; the council directed the city attorney to prepare a donation agreement. The council also affirmed the mayoral appointment of Kat Garrido to the Together for Talent Committee for a two-year term and reappointed several members to public arts and urban forestry committees.
Skate park engagement and bylaws: Council discussed forming a small ad hoc committee of community members with direct history of the original skate park to provide a focused review of final designs; Parks previously recommended resurfacing vs. full rebuild based on cost/lifespan considerations. Council also agreed to pursue bylaws consistency across committees and consider a fifth-Wednesday bylaws training or chair summit.
Look ahead: Staff previewed upcoming items including a Sept. 4 council-rule session, a water-meter system update, continued urban forestry items, and a proposed study session on regulating camping on city property; staff recommended a study session before any ordinance action.
