The Talent City Council approved a resolution on Aug. 21 extending workers' compensation insurance coverage to specified classes of municipal volunteers.
City manager Gary explained staff recommended Resolution 2024-098-R so the city’s workers’ compensation carrier (SAIF) would cover particular volunteer categories — for example police reserves, public safety volunteers, planning commissioners, parks commissioners and traffic and transportation commissioners — while a separate volunteer accident policy would continue to cover volunteers not enrolled under SAIF. Staff said the two-policy approach reflects a prior risk-management decision.
Councilor Cooley moved to approve Resolution 2024-098-R, which rescinds resolution 2023-085-R and extends coverage for the city’s volunteer classes; the motion was seconded and, following roll call, carried with present members voting yes.
Staff noted operational details for volunteers: participants who conduct activities beyond meetings (project work, events) should sign up for that day’s activity so coverage applies and to protect the city’s experience rating. The resolution was described as an annual measure aligned with the city’s insurance renewal cycle.
The resolution directs staff to implement the coverage changes and maintain standard volunteer sign-up procedures; no immediate budget allocation beyond the insurance program renewal was announced during the meeting.
