Havre de Grace — The Havre de Grace City Council on Nov. 4 adopted an annexation plan for a 0.8274-acre portion of property on Pulaski Highway owned by Harbor Shops MD 2 LLC and approved related charter and ordinance actions on procedural first readings.
Mayor William T. Martin read the ordinance and the council heard no public opposition after the applicant’s attorney, John Tracy of Young Conaway, asked earlier in the meeting for a waiver of the city’s standard escrow requirement, saying the annexation work was likely to be inexpensive for staff. Council President Ringstalker moved to waive the $5,000 escrow and the council approved the waiver on a 5-0 vote.
