Havre de Grace Council adopts annexation plan for Pulaski Highway parcel and advances two ordinances on first reading

Havre de Grace — The Havre de Grace City Council on Nov. 4 adopted an annexation plan for a 0.8274-acre portion of property on Pulaski Highway owned by Harbor Shops MD 2 LLC and approved related charter and ordinance actions on procedural first readings.
Mayor William T. Martin read the ordinance and the council heard no public opposition after the applicant’s attorney, John Tracy of Young Conaway, asked earlier in the meeting for a waiver of the city’s standard escrow requirement, saying the annexation work was likely to be inexpensive for staff. Council President Ringstalker moved to waive the $5,000 escrow and the council approved the waiver on a 5-0 vote.
Following the waiver, the council introduced and adopted Resolution 2024-29 to adopt an annexation plan for the Pulaski Highway parcel. The resolution describes the property and the annexation area as approximately 0.8274 acres; the council recorded a roll-call adoption vote of 5-0.
The council also introduced and adopted on first reading Charter Resolution 303 to amend the city charter’s appendix to authorize the annexation; that measure passed on first reading by a 5-0 vote and will return for the required public hearing on Dec. 16.
In related business, council members approved Ordinance 11-69 on first reading, a budget amendment that transfers $40,000 from a façade/tenant fit-out account to an economic development advertising line to promote downtown activities during the downtown construction phase. Director of Economic Development Johnson described the façade program and confirmed grant funding remains available for façade and tenant fit-out work. The ordinance was adopted on first reading by a 5-0 roll-call vote; a public hearing is scheduled for Nov. 18.
Council members also introduced Ordinance 11-70, an amendment to Chapter 205 (zoning) concerning veterinarian clinics. The ordinance passed on first reading by a 5-0 roll-call vote and will also be the subject of a Nov. 18 public hearing.
What happens next: The charter resolution and annexation proceed through the city’s public‑hearing schedule, with the charter public hearing set for Dec. 16 in Council Chambers. The budget and zoning ordinances will return for public comment at the Nov. 18 meeting.
