Andy, the RDC's spending-plan advisor, briefed members on a new state requirement (legislation passed in 2023) that redevelopment commissions adopt and upload an annual TIF spending plan to the DLGF gateway. He said the plan governs redevelopment commission expenditures for calendar year 2025 and that limited state guidance has left template choice largely to local officials.
