Council authorizes Stantec program‑management task order for drinking water and wastewater programs

The Sandy City Council voted Oct. 21 to authorize the city manager to execute Task Order 2 with Stantec for program management services supporting two multi‑year utility programs: the Sandy Drinking Water Reinvestment Program and the Sandy Clean Waters wastewater program.

Staff told the council the amendment covers services from Nov. 1, 2024 through Oct. 31, 2026 and provides flexibility to scale consultant resources as the city enters a heavy phase of design and construction. Staff said funding will come from a mix of loans and program financing already under consideration — including Business Oregon programs, the Safe Drinking Water Loan and the recently closed WIFIA loan and state revolving funds — and noted roughly $7 million in program‑level budget and contingencies. The proposed allocation in the task order was approximately $2,264,757.48 for Sandy Clean Waters and $2,650,731.12 for the drinking water reinvestment work; council motion language capped the increase to a defined not‑to‑exceed figure and emphasized controls.

Patty (staff) summarized the need for outside technical capacity to meet consent‑decree schedules and respond to urgent regulatory requirements (DEQ/EPA) and said, "This is not a blank check for spending" — stressing that staff and oversight committees would control scope and spending. Councilor Meaden moved to authorize the city manager to sign the amendment; Councilor Hokanson seconded; the motion passed by voice vote.

Next steps: the city manager will execute the task order within the authorized not‑to‑exceed budget and provide council oversight updates as project work and spending proceed.
