Summary

I audited the draft outputs against the Issues Rules checklist. Items found and fixes applied below.
spelling: Found repeated transcription variants ("Salford" appears where the municipal name is Sulphur). The output normalizes to "Sulphur" consistently (fixed).
clarity: Some agenda/ordinance references in the transcript were garbled (e.g., "1979, MC series" and highway/corridor names). I preserved the transcript text in the authorities array but flagged these items for verification and refrained from inventing corrected ordinance numbers.
chronology: Timeline entries follow the transcript order; each topic mapped to SEG start/ends as available. Where the end of a topic was unclear, I used the last clearly on-topic SEG; no timeline entries were merged improperly.
