Tuttle council approves consent items, elevator contract, comprehensive-plan contract and MRDF grant application

Consent docket: Council approved most consent-docket items (items 4(a)–(d), (f) and (g) were approved on a motion and roll-call vote). Payroll and claims (item 4(e)) were removed from the larger motion at a council member’s request so they could be voted on separately; that separate motion to receive payroll and claims also passed on roll call.
Haney Wine & Spirits relocation (PC-2025-15): Council approved a special-use review for Haney Wine & Spirits to move to 2418 Highway 37 after noting the Planning Commission’s 4–0 recommendation and discussing the code requirement that liquor stores be a use-on-review; council members expressed interest in cleaning up redundant code language but voted to approve the relocated liquor-store use.
Elevator maintenance: Council approved a quarterly full-maintenance contract with American Elevator for $3,852 per year (approximately $321/month) after staff explained poor service under the previous contractor and high hourly after‑hours rates for emergency calls.
Comprehensive plan: Council approved an agreement with Verdunity for comprehensive-plan development, cost not to exceed $154,480 (base services $128,500 plus reimbursables and optional add-ons); staff said $70,000 had been budgeted and a budget supplement would be used if additional funds were required.
MRDF grant resolution: Council approved Resolution 2025‑07 to submit an application and technical summary for Municipal Road Drilling Activity Fund (MRDF) grant funding administered by ODOT.

Next steps: Staff will follow up on the draft agreement with ODOT for the traffic signal (no funding commitment yet), finalize the comprehensive-plan contract implementation, and proceed with MRDF grant submission.
