Commission approves $1.67M mill-and-overlay contract for city streets

The Pittsburg City Commission on July 22 approved a staff recommendation to award a street mill-and-overlay contract to Emory Sapp and Sons for $1,671,439.73 and authorized the mayor and city clerk to sign contract documents when prepared.

City staff described the project as a mill-and-overlay on routes including Centennial and Ford and listed three ad alternates: (1) multi-component paint striping for major intersections, (2) mainline striping on longer stretches, and (3) additional streets requested by staff. "We had 4 competitive bids; MSAP submitted their bid to start on September 15 this year, with a 90 working day contract," Matt noted during the commission discussion.

Commission procedure and vote: the contract had been pulled from the consent agenda for additional detail. After Matt outlined scope, schedule and the ad alternates, Commissioner Sue moved to approve item d and Chuck seconded. The chair called for the voice vote; ayes were recorded and the motion carried.

What to expect: staff said the contractor aims to start Sept. 15, with a 90-working-day completion target that should place most work in early fall, weather permitting. Staff also emphasized coordination with school schedules and said several affected roads are four-lane routes that allow work with traffic shifts.

Budget and context: the project is funded from the street fund; staff reminded the commission that some reserves are fund-specific and cannot be used outside the designated fund. The award supplements ongoing city crew work in several neighborhoods.
