Council approves engineering contract for digester-lid replacement and SCADA upgrades

Anderson City — The Anderson City Council approved a $254,000 engineering contract to design and administer construction of a replacement digester lid and to upgrade SCADA systems at the Rocky River and Genesee Creek wastewater treatment plants.
Staff explained the previous digester lid design caused mechanical twisting and failures and that a structural analysis and redesign were required. Utility Director Scott Banks said the project has a planning and engineering report (PER) construction estimate of $2,190,000; the $254,000 engineering proposal covers design, bidding, construction administration and observation. Banks said the city expects to use a State Revolving Fund (SRF) loan in 2026 to finance the construction portion.
Staff recommended contracting with the city’s engineering firm (WK Dixon, referenced in the presentation) for the work. Council moved, seconded and unanimously approved the engineering contract; staff said funding will be through the sewer budget and an SRF loan application process.
