Board hears federal-program funding changes and several policy updates, including a new AI policy

Charlottesville City Schools staff updated the board on federal program applications and several policy edits at the May 1 meeting.
Title 1: Stacy Bridal described Title 1 as focused on closing achievement gaps and listed Charlottesville’s FY24 Title 1 allocation as $1,483,963.68. Staff said the Title 1 application will emphasize literacy, math and family engagement; the application will be submitted in June and adjusted after final allocations are released.
Title 2: Presenters said changes at the Virginia Department of Education mean Title 2 will likely no longer fund certain class-size positions; instead the division expects to shift significant dollars into professional development. Staff described a change in available Title 2 spending that could increase the professional-development portion from roughly $25,000 to nearly $200,000.
Title 3 and immigrant funding: Staff reported a Title 3 allocation of about $73,000 for English-learner supports. They noted an additional "immigrant youth" supplement of approximately $8,000–$10,000 could be available if a multi-year increase in recently arrived students qualifies.
Title 4: Presenters described Title 4 funds as supporting social-emotional learning, restorative practices and programs such as Care Solace to support staff and student wellness.
Policy updates: The board reviewed a package of VSBA-recommended and local policy revisions to be considered on first reading. Notable items included a new artificial-intelligence policy (IIBC). Pat Cuomo described the policy as a framework to allow controlled, scaffolded use of generative AI with regulations to be developed during the summer. Board members and the student representative urged that regulations address staff use, grading and safeguards against replacing direct instruction.
Board members asked staff to circulate grant applications and line-item breakdowns of how federal funds are budgeted. Presenters said they will provide the full applications and more detailed object-code reporting to the board in June.
