At the Sept. 15 workshop, several council members floated the idea of shifting a portion of communications and dispatch costs to other taxing entities that benefit from those services — including the county and the local Emergency Services District (ESD). Council members argued that county or ESD participation could free up city general‑fund dollars for other priorities.
