The Stevens County Board voted June 25 to award multiple infrastructure contracts, approving culvert repairs and backing two parking‑lot projects that staff said are needed before upcoming paving and maintenance work.
Road and maintenance staff told the board that two culverts on County Road 10 are at the end of their service life and recommended awarding the work to Shaffer Excavating of Hancock, Minnesota, which submitted a bid of $80,800.50. A motion to accept the bid passed by voice vote.
Staff also presented two parking‑lot projects. One is a county maintenance‑lot repair (the county awarded the contract for roughly $33,010). The second project is a DAC parking‑lot replacement; staff said the DAC will cover part of that work and estimated the county’s share at $30,761.75, leaving the total project just over $93,000. Staff warned there will be some construction challenges because the facilities are used for vehicle washing and other operations.
Commissioners asked detailed procurement questions, noting large per‑yard price differences on granular borrow bids and was told trucking and pit proximity explain much of the variance. Staff said they worked through available pits and bidder schedules when evaluating low and high unit prices.
Work already under way includes district‑wide striping, sealcoating on County Road 1 and 20, and active paving of 8th and 13th streets. Staff also reported a mastic banding operation on Coney Road south of Hancock that they expect to finish before July 4.
The board approved the culvert and parking‑lot awards by voice vote. Staff will return with construction schedules and said they plan to coordinate access to limit disruption during work.
Officials did not provide an exact completion date for each contract; staff indicated work will be scheduled as crews and materials allow.
