Bay County authorizes work program, seeks state grant to plan materials-management strategy

The Bay County Board of Commissioners on Sept. 16 approved Resolution No. 2025-167, authorizing a county work program and application for a state materials-management planning grant to support development of a comprehensive materials-management (solid-waste) plan.

Commissioner Speaker 3 asked for an update on the plan's status and timeline; Speaker 8, who described staff work on the program, said the notice of intent was filed ‘‘almost a couple years ago’’ and that the board adopted a work program in August. ‘‘The grant that we are scheduled to receive from the state is, gonna help us with the planning for the implementation of the full plan, which is like the future of solid waste management for Bay County,’’ Speaker 8 said. The speaker described the grant as funding planning activities for the next year toward adoption of the full plan and said statutory changes at the state level are likely to emphasize diversion and reuse instead of landfill disposal.

The board discussed the effort briefly and approved the resolution to accept and administer the planning grant. The approval authorizes staff to proceed with the adopted work program and positions the county to pursue state-funded technical and planning assistance to evaluate reuse, diversion, and other waste-reduction strategies.

What this means: the resolution authorizes use of state grant funds for planning only; no new regulatory requirements or program commitments were adopted at the meeting. Staff are expected to return with implementation details as the work program advances and the grant agreement (if awarded) defines allowable expenditures and timelines.
