Atchison County approves 2026 budget items, appropriations and routine contracts

Atchison County commissioners completed a series of routine administrative actions at their Sept. 23 meeting, approving budget-related disbursements, a lease and a set of procurement and appointment items.
The board voted 2-0 to keep the courthouse open on Columbus Day after adding the item to new business. Commissioners approved the consent agenda and three sets of meeting minutes; the chair also reported Senior Village sold for $1,498,295 with net proceeds of $1,300,076.80 after expenses, and said the commission reduced the mill levy from 68.951 to 59.201, reflecting $2,238,835 in reductions during the budget process.
Pat Henderson, the county counselor, presented an amended Memorial Hall lease with a six-month initial term aligning the lease with the July 1-June 30 fiscal calendar used by the school and recreation commissions. The board authorized the chair to sign the lease.
Finance Director Mark brought several procurement and appropriation items: posting an RFP for a contracted county counselor (to be placed on the county website), a $450 purchase order for 2026 NACO membership dues, and a request to pay the Atchison County Extension Council its second-half appropriation. The Extension Council's full appropriation was described as two equal halves of $69,002.67; at the time of the meeting the county had $67,002.91 available in cash, leaving a shortfall of about $1,009.76 to be paid when tax distributions clear. The board approved a PO for the available $67,002.91 and directed staff to communicate with the Extension Council about timing.
The commission also approved a $40,000 second-half appropriation to the health department (the full-year appropriation was described as $80,000) and unanimously appointed Deanna Lam, executive director of the Northeast Kansas Multicounty Health Department, as Atchison County's representative to the Northeast Kansas Environmental Services board, replacing Megan Dohman.
No executive session was held. Commissioners scheduled post-meeting workshops with the road-and-bridge superintendent and an election equipment demonstration.
