Livermore approves placing delinquent sewer accounts on tax roll and adopts FY 2025-26 residential sewer charge report

The Livermore City Council approved two sewer-related actions at its July 28 meeting: staff recommendations to place severely delinquent sewer accounts on the Alameda County tax roll and adoption of the fiscal-year 2025-26 residential sewer service and use charges report.
Anne Furtado, accounting supervisor in the finance division, told council the original referral list of delinquent accounts had been whittled down and the updated count was 12 accounts with a total outstanding balance of about $14,000. "Since the meeting agenda was published, some of these accounts have been paid. The updated number of accounts is 12, and the total balance is approximately $14,000," she said. Staff recommended overruling any protests, adopting a resolution, and forwarding the finalized list to the county assessor under Livermore Municipal Code chapter 13.
On the larger residential charge item, Furtado said the written report covers 27,211 parcels and that fiscal-year 2025-26 residential sewer revenue to be collected on the property tax roll is approximately $27,000,000. The public hearing drew no protests; the city clerk confirmed zero protests were received and noted that 13,606 protests would have been required to constitute a majority.
Vice Mayor Branning moved the motion to place delinquent accounts on the tax roll and Council member Wong seconded; the motion passed unanimously. Council likewise voted to adopt the sewer charges report and authorize collection on the tax roll without a majority protest.
Council directed staff to continue monitoring accounts through early August so any accounts paid before the list is forwarded are removed.
