Task Force approves workforce concept recommendations, tables bargaining-sensitive items

The Transcend Transformation Task Force on Dec. 5 approved a package of conceptual strategies aimed at expanding the pool of transit workers while directing staff to clarify implementation responsibilities before final recommendations are published.
Undersecretary Mark Tolleson and staff urged the group to treat many proposals as "concepts" to be refined; members approved N1—N8 with modifications to explicitly include K—4 systems and reentry programs in N1, a multilingual statewide recruitment campaign in N3, and additional clarifications for N4, N6 and N7. The motion to approve the modified N package passed on a roll-call vote after discussion about who would carry out the work.
Supporters said the items respond to labor shortages and seek to lower barriers to entry through recruitment, conditional offers, and regional testing pools. Laura Padgett Seekins of Public Advocates asked for clearer assignment of responsibility before delegation of actions; staff said the task force will identify responsible parties during the report's second-stage refinement.
A separate set of recommendations (O1—O9) that proposed changes to compensation, childcare and other benefits drew extended debate. Labor and operator representatives objected to wording they said could be interpreted as state interference in local collective bargaining. Chair Tolleson withdrew a motion that would have recommended operators adopt specific items and instead proposed tabling O1—O9 to allow staff to rewrite the text to emphasize local bargaining processes. The motion to table passed by roll call.
What comes next: staff will return with clarified language and explicit responsible parties in the new year so the task force can approve final report language that distinguishes concept approval from implementation steps.
