Council adopts downtown EDZ actions; Main Street outlines lighting, mural festival and incubator plans

The council unanimously approved an amended economic development plan for the Historic Downtown Vero Beach Economic Development Zone (EDZ) and an accompanying appropriation to fund immediate capital projects. Planning staff said the actions fund short‑term, visible improvements in downtown while longer‑term action strategies and private‑public partnerships will be developed with Main Street and business stakeholders.
Main Street president Morgan Reynolds briefed the council on a suite of complementary initiatives: a lighting and beautification campaign for the walkable core, a voluntary business improvement approach to support near‑term projects, the Indian River County Centennial parade scheduled for June 27, a Main Street mural festival planned for early November, and early discussions about a Vero Innovation Technology Incubator targeted at aerospace, ag‑tech, clean energy and other sectors. Reynolds said Main Street will seek grants and private donations and will coordinate with city planning and public works on implementation.
Councilmembers encouraged close coordination between staff, Main Street and local businesses as projects move from concept to implementation and authorized staff to proceed with budgeted short‑term capital work.
