An add‑on resolution authorizing the reimbursement of certain prior costs related to acquisition and construction of a water reclamation facility passed the council 5–0. Rob Bolton, the city’s water/sewer director, told the council the resolution permits the city to treat eligible costs incurred up to 60 days before approval as reimbursable from future bond proceeds and that the bid process for project components was closing later the same day.
Bolton said bids were being finalized for the administration building and overall site work and that the city expects to issue bonds within 18 months. Council thanked staff for securing grant and funding opportunities; members noted receipt of a substantial state grant award for lagoon projects earlier in the week.
