Rush County council votes to convert to Vote Center system

"The election board feels it's going to be a huge convenience to those people in Rush County," Simmons said, noting that 65 Indiana counties already use vote centers and that the surrounding counties are vote-center counties.
Simmons summarized the statutory background presented to the board and the board's internal steps: initial consideration in 03/14/2024, a rehearing in this off-election year, and a unanimous vote by the election board to move forward. She said the county's next procedural steps are to hold public meetings, publish required notices and submit a formal Vote Center plan to the Indiana Election Division in Indianapolis.
Simmons also described a statutory population rule: the statute cited in the presentation requires one vote center per 10,000 population, which the board interpreted to mean Rush County would be required to maintain two vote centers under current population figures. The election board recommended closing one existing site (First Baptist Church) in favor of a larger community building at the fairgrounds while retaining as many convenient locations as possible for voters.
Following the presentation, a motion and second were put before the council to adopt a resolution designating Rush County as a Vote Center County. The council voted "Aye" and the motion carried unanimously. Simmons said the election board will proceed with the public meeting and the plan submission to the state, which are required steps before statewide implementation.
The resolution passed at the meeting directs the county to begin the administrative process; it does not by itself change polling-day operations until the election board completes the public-notice and state-approval steps. The council did not set specific implementation dates at the meeting.
