Scott County seeks federal funds for resurfacing and culvert replacement projects

At the Sept. 23 Scott County Board meeting, county staff presented two resolutions to secure federal funding for infrastructure rehabilitation.
The first resolution would accept Surface Transportation Block Grant (STBG) funds for a hot‑mix asphalt resurfacing project that uses cold‑in‑place recycling on F‑45 (240th Street) from 180th Avenue to 240th Avenue. S3 said the project will recycle 4 inches of existing asphalt and add 3 inches of hot‑mix asphalt; the total project is budgeted at $3,600,000 with $1,800,000 from STBG and the remainder from the county’s farm‑to‑market account. The project is programmed for fiscal 2026 with a May 2026 letting.
The second resolution would accept bridge formula and STBG funds to replace a deteriorated reinforced concrete box culvert on Z‑30/240th Avenue in Butler Township. S3 said the existing structure (built 1936, widened 1962) shows cracking, spalling and leaching and that the total estimated cost is $600,000 with a March 2026 letting expected.
S3 said project administration and construction inspection will be handled by county staff while the Iowa DOT administers and reimburses the federal funds; Christina Lyon has reviewed and approved agreements. Supervisors asked about project lengths, construction timing and how concurrent work on nearby routes would be coordinated to preserve access and limit disruption.
