Kendall County approves leases, event permits and a security upgrade contract

Events: Commissioner Carpenter moved to authorize the Comfort Athletic Booster Club to use Fall Line Field for a bonfire on Sept. 19 and separately approved the downtown road closures for the Comfort homecoming parade that day. Both measures passed 5–0 after the court confirmed coordination with emergency services.
Lease: The court approved a three‑year lease amendment (with an option to extend for an additional three years) for pretrial services at Johns Road Business Center, with annual rent escalations (5% annual increase to $3,762/month starting Sept. 1, 2025) and a non‑appropriation clause inserted at general counsel’s suggestion. Motion carried 5–0.
Security equipment: Commissioners and IT staff said replacing aging monitored equipment and owning new components would reduce recurring monitoring fees dramatically. The court approved contracting with ESA Systems LLC for equipment and installation, with parts and components purchased up front and installation to follow; staff recommended using available ARPA interest funds for the purchase. The motion passed 5–0.
Fiscal note: County staff said the pretrial rent and the equipment installation were reflected in the proposed FY2026 budget and that available ARPA interest funds could be used for the security purchases.
