Scott County to negotiate contract with HS GovTech for community development software

Scott County staff asked the board for permission to negotiate a contract with HS GovTech for a countywide community development software system, saying the software would consolidate permitting, inspections and licensing into a single application to improve citizen engagement and internal efficiency.
A county procurement presenter summarized a prior 2023 RFP, followed by a 2024 pause while planning leadership turned over, then an RFI and demonstrations in early 2025. The committee that evaluated vendors included representatives from the health department, planning and development, secondary roads and IT. Staff said they invited the top candidates back for demonstrations and recommend moving into contract negotiations with HS GovTech.
“The purpose of this software is to take all of our permitting, inspections, and licensing processes within Scott County and bring them into one software application,” an official familiar with the procurement said. Board members praised the committee’s work and the use of best‑value procurement practices; several noted that professional services contracts may be negotiated rather than awarded solely on the lowest bid.
Mahesh Sharma told the board it is supportive of the project and that negotiations may reduce the anticipated cost. Staff will return with negotiated contract terms for final board action.
