Board approves minutes and votes to enter closed session citing Iowa code

At the start of the Sept. 23 meeting the chair moved to approve the minutes from Tuesday, Sept. 16; the motion was seconded and the chair called for a vocal aye/ opposed vote. The chair announced, "Minutes pass." (motion approved by voice vote).
Near the end of the open session, with no public comment, the chair moved to enter closed session "pursuant to Iowa code section 21.51 ... and section 22.75" to discuss information contained in confidential records. The motion was seconded and the board took a roll call vote. Supervisors Running, Marquardt, Meishadt and Sheets voted aye and the board moved into closed session.
The motion and roll call were recorded in open session; no additional open‑session action was taken prior to the closed session.
