Board renews three Gateway Community Charters through 2030 after staff review

The Twin Rivers Unified School District Board voted to renew three charter petitions submitted by Gateway Community Charters for five-year terms running July 1, 2025, through June 30, 2030.

District staff presented detailed review findings for Community Collaborative Charter School (CCCS), Sacramento Academic & Vocational Academy (SAVA), and Community Outreach Academy (COA). Staff reported they had worked with charter representatives to clarify minor items, that the revised petitions contained reasonably comprehensive descriptions of the 15 elements required by Ed. Code, and that there were no identified fiscal or governance facts that would warrant denial under the statutory standards for renewal.

Gateway representatives waived their time to present. The board opened each public hearing but received no public comment before closing the hearings and taking votes. Each renewal was approved by motion and roll-call vote.

Staff noted relevant distinctions among the petitions: CCCS and SAVA are designated DAS schools and are treated differently under state performance-tier rules, while COA receives a performance tier from the California Department of Education and was identified as middle performing; in all cases staff concluded renewal was appropriate under the law after review and revision.

What happens next: Renewed charters will continue as dependent authorizations under Twin Rivers Unified through June 30, 2030, with periodic oversight and reporting to the district as authorized by statute.
