Board accepts clean audit; hears successor bargaining proposals from educators

Twin Rivers Unified trustees accepted the district’s 2023–24 independent audit after a presentation by the district’s audit partner from Nigro & Nigro, which issued an unmodified (clean) opinion on the district’s financial statements.

The auditor explained the audit covers financial statements and required state and federal compliance areas. "I'm very pleased to report there were no findings related to internal controls, financial reporting, or federal compliance," the auditor said, noting two state compliance findings without financial penalties and one repeated previous finding from 2022–23. Board members thanked the fiscal services team for the work leading to the clean opinion.

By roll call, a motion to accept the audit carried with the clerk recording Ayes from the trustees present.

During the same meeting the board opened a public hearing on initial proposals for successor bargaining with Twin Rivers United Educators (the district’s teachers’ union). The proposals were placed on the record and the board adopted the documents by motion; the current contract expires June 30, 2025. The union’s presentation emphasized priorities for upcoming bargaining including staffing, educator pay and stability.

What this means: Acceptance of the audit completes the public review of the district’s 2023–24 financial statement. The successor-proposal adoption is procedural and sets the bargaining process in motion ahead of contract negotiations this year.
