Trustees raised multiple questions: how Panopto capture differs from Panopto stream, whether Panopto capture can stream while recording, and whether YouTube could be used to both stream and capture with live closed captions. Mr. Wade said Panopto Capture does not stream; streaming requires a different Panopto product or a separate streaming solution. Trustees also raised legal and compliance questions about YouTube and New York's Education Law (Ed Law 2-d) concerns regarding student data; board members asked staff to obtain legal guidance and to consult the regional instructional technology center.
Trustees agreed to pilot recording and translation for committee meetings immediately using the district's Panopto license and existing equipment where feasible, and requested a follow-up report in August with additional research on streaming options, translation embedding in archived recordings and costs associated with a streaming solution.
Quotes from the meeting captured the tone of the technical discussion: "My recommendation is that all of the board members, all of the assistant superintendents have the license," Mr. Wade said, urging individual Teams licenses to support translation. Trustee comments emphasized accessibility and concerns about Ed Law compliance for third-party streaming platforms.
The board directed staff to return with a more detailed proposal at the August meeting describing costs, backup plans and a plan for ensuring translated captions are accessible in archived recordings.
