Orange County supervisors report unanimous approvals of multiple settlements, easement payment and consent-decree extension

County Counsel reported to the Orange County Board of Supervisors that the board, after a closed session, unanimously approved a series of settlements and a consent-decree extension and then adjourned.
County Counsel said the board approved a proposed $175,000 settlement in William Grover v. County of Orange; the claimant, described as a retired deputy sheriff, reported cumulative trauma to his spine, knee and hearing. "The settlement approved today is subject to the final approval of others," County Counsel said, and copies will be available through the Office of Risk Management when finalized.
The board also ratified an extension of the settlement agreement in Orange County Catholic Worker v. County of Orange and the related David Ramirez matter, County Counsel said, providing the U.S. court continuing jurisdiction through 07/25/2027 and authorizing monitoring-fee payments to plaintiffs' counsel of up to $100,000 per year.
In a separate action tied to regional flood-control work, County Counsel reported the board approved a proposed $17,500,000 settlement to acquire a flow easement over real property in San Bernardino County needed for completion of the Prado Dam and Santa Ana River main-stem flood-control project. The board directed county counsel and outside counsel to execute settlement documents and directed the auditor-controller to encumber and transfer $16,232,000 from the 404 reserve account to property owners, County Counsel said.
The board unanimously approved a proposed $300,000 workers' compensation settlement in Raymond Word v. County of Orange; the claimant was described as a retired Orange County Sheriff’s Department sergeant alleging cumulative trauma and other conditions. County Counsel again noted finalization is subject to additional approvals and public access through Risk Management when complete.
In litigation involving public-records requests, County Counsel said the board approved $718,708 to settle attorneys' fees in Chicano Unidos, Day, Orange County, et al. v. Todd Spitzer (in his official capacity). The court ruled for petitioners on some claims involving certain personnel within the district attorney’s office, and the fee settlement remains subject to final approval, County Counsel said.
On several pre‑litigation claims under SCS 7, County Counsel said the board approved a $980,000 payment for the Allingham household, $200,000 for the Ludwig household, a global settlement totaling $4,510,000 for a list of named claimants, and a separate $203,552 global settlement for Clement Tarlos. For a subset of claimants (James, Hoey and Sapienza), the board delegated limited settlement authority to risk management and outside counsel.
County Counsel told the board it took no reportable action on SCS 6. The report concluded with County Counsel saying the board took no other reportable action and the chair adjourned the meeting.
The board did not provide vote tallies, motion movers or seconders in the public report; County Counsel characterized approvals as unanimous. The settlements and the consent-decree extension are subject to further approvals and public release of agreements through County Counsel or Risk Management when finalized.
