Delaware County adopts cybersecurity program to comply with revised code 9.64

The Delaware County Board of Commissioners voted unanimously on Sept. 29 to adopt a countywide cybersecurity program intended to meet the requirements of revised code 9.64, which takes effect tomorrow.
Erika Stuttler told commissioners that “the revised code 9.64 goes into effect tomorrow, and it requires that all political subdivisions have adopted the cybersecurity program.” The resolution authorizes the county administrator to work with the information-technology staff to compile existing policies into a single, comprehensive cybersecurity program and to approve that program on behalf of the county.
Commissioners asked whether the county already had a formal program or merely individual policies addressing components of cybersecurity. Stuttler said the county currently has a set of policies covering pieces of the issue and that the resolution’s program will combine those elements “into a comprehensive program, that will meet the legal requirements.” She added that the state auditor will begin looking for county compliance on Jan. 1.
The board moved, seconded and approved Resolution 25-775 by unanimous roll-call vote (three ayes). Next steps include staff and the county administrator collaborating with IT to finalize the written program and preparing for the state auditor’s compliance review.
The approval does not itself publish the final program text; the resolution authorizes staff to develop and then bring the completed program forward for the county’s approval and implementation.
