Applicant representative Jimmy Cozzi said the addition would minimize neighborhood impacts, presented revised landscaping and lighting plans, and asked the commission to remove the sidewalk condition because, he said, city plans do not prioritize completing the segment to a practical connection and the cost would burden the nonprofit. “It would end at the south side of our property,” he said, arguing the segment would be functionally isolated if the city does not fund the remainder.
Commissioners questioned the sidewalk’s nexus to the project, whether the sidewalk would connect to an existing network, and how construction staging and delivery routing would affect neighbors. Several commissioners supported requiring added screening; others were unconvinced that the sidewalk would serve pedestrians or that the church should shoulder the expense for a segment that presently ends in unimproved right‑of‑way. Staff said the Terex sidewalk segment had been removed from the city’s short‑term funding rankings and that requiring the applicant to construct it could be legally and practically difficult.
After discussion, the commission approved the conditional use and site plan subject to staff recommendations except that item 3 (the Terex Road sidewalk) was omitted by motion. The vote was 3–1. Staff and applicant agreed to incorporate an additional row of screening trees in the area identified as a gap; the applicant had already submitted a revised landscape plan showing that screening.
