Hudson planning panel denies concept plan for 21-townhome Owen Brown development

HUDSON, Ohio — The Hudson Planning Commission on Monday denied a concept site plan for a proposed 21-unit townhome development at 86 Owen Brown Street, concluding the submission did not sufficiently address density, stormwater management and parking concerns raised by commissioners and nearby residents.

Staff presented the concept as a by‑right townhome use in District 5 (village core) for two consolidated parcels totaling about 1.31 acres. Nick Sugar, planning staff, said the application proposed 21 units with two‑car garages, some street‑facing units and a central courtyard, and that the formal review would require detailed stormwater, traffic and wetland studies.

Developer Randy Rottenberg of Fairmount Properties told the commission the team reduced the plan from the maximum of 22 units to 21 and would bring the “same level of quality” used on earlier downtown projects. “Maximum is 22 … we’ve made a concession, and we’re down to 21 units,” he said.
