Commission declines to pursue changes to front-yard solar rules

Commissioners generally supported solar but objected to allowing front'yard panels because they said exceptions would quickly create visual clutter and difficult precedent to reverse. Concerns included impacts to neighborhood character, glare or shading on neighbors' properties and the complexity of administering individualized exceptions. Staff noted that variances and special use permits can include conditions and checklists, but commissioners emphasized the risk of opening a pathway that many property owners would then seek to use.
After discussion, the commission coalesced around not pursuing changes to the front'yard prohibition. Staff said it will provide additional background on variances and special use permit processes at a future meeting if commissioners want further information.
