Leon County Schools rejects all bids for school-bus infraction detection system; will reissue RFP

The school district’s purchasing office told the board it rejected all proposals for a school-bus infraction detection system after finding discrepancies in vendor pricing replies and concerns about what the statute permits.
Purchasing staff explained the procurement received four timely proposals and two late proposals (not considered). During administrative and cost-review phases staff observed some vendors proposed a per-infraction fee that staff and their legal review believe the statute does not permit; other proposals used a per-bus, per-month structure which staff said is allowable. Staff also noted one vendor listed a $25 fee intended for the Emergency Medical Services Trust Fund that purchasing staff determined did not apply to the district’s system.
To ensure fair competition and to align the cost reply with statutory requirements, purchasing staff said they posted a reject-all on July 7 and intend to reissue the solicitation with clarified allowable pricing. Staff noted a 72-hour window for potential protests following a reject-all; no intents to protest were filed during that window. The board unanimously approved the reject-all and staff plans to resolicit.
Purchasing staff said replies remain exempt from public disclosure during the resolicitation window and that the agency’s reissue will be completed well within the 12-month exemption period.
