Radford council recognizes longtime staff and coaches, hears Community Fest plans, and appoints interim clerk

Radford City Council used its August meeting to honor longtime employees and community leaders, approve short-term staffing coverage, and hear final plans for the Radford Community Fest.
The council recognized Jenny Webb for 15 years of service as clerk of council and Director of Communications; members read a proclamation summarizing Webb’s roles (assistant registrar, finance office roles, public information coordinator, clerk of council, Director of Communications) and praised her contributions to emergency-preparedness communications, festivals and commissions. Council moved to accept the proclamation and members voted to present it; Webb and family were invited forward for remarks and photographs.
Council also read proclamations in memory of Josh Green (37 years at McCargue Elementary School) and Coach Norman Linenberg (head football and track coach at Radford High School from 1970 to 2007, VHSL Hall of Fame inductee). The council designated the first day of school (08/13/2025) as 'Mr. Green Day' and the first home Bobcats football Friday (08/29/2025) as 'Coach Norman Linenberg Day.' Both proclamations were adopted.
On staffing, the council appointed Melissa Skelton as interim clerk of council to cover Jenny Webb’s duties; members thanked Skelton for taking on additional responsibilities and the motion to appoint her passed by voice vote.
Event planning: Tricia Smith and Melissa Skelton (co-chairs) briefed council on Radford Community Fest scheduled for August 23 at 11 a.m. Highlights included over 100 vendors, a kids zone sponsored by Radford University fraternity/sorority life, a main stage with multiple acts, layout changes moving the stage into a parking area to spread activity through downtown, additional welcome tents on Tyler Avenue, and transit/parking plans; the committee asked for volunteers and said maps and updates are available on the festival website.
City Manager Todd Meredith, joining remotely, gave a first-month update, saying staff are implementing continuous-improvement steps and that he will work with finance staff to produce monthly financial reporting to inform budget choices.
What comes next: council scheduled an informal retreat for September 2 at 6 p.m. to begin developing a five-year vision ahead of the FY26–27 budget process and reminded the public of a Sept. 8 school-board work session and upcoming recognition events.
