Radford council approves grants, NG911 funding and sets 33% vehicle tax relief rate

Radford City Council approved several budgetary items and a local tax-relief rate during its August meeting, adopting appropriation ordinances for public-safety grants and setting a personal-property tax-relief percentage required by state law.
Appropriation ordinances adopted include:
• 18-15-07: a $10,000 Virginia State Police grant to support auto-theft enforcement, prevention and education; the funds will support maintenance subscriptions for four Flock license-plate-reading cameras and require no local match.
• 18-15-08: a $2,500 grant from the Attorney General’s office to support the Radford City Sheriff’s summer camp; no local match is required.
• 18-15-09: a VDEM Next Generation 911 grant for fiscal year 2026 in the amount of $150,000. The grant will be used to replace aging equipment, enhance interoperability and continuity of operations, and provide incentives aimed at recruitment and retention of staff.
Council also considered and adopted ordinance 18-19 to correct a scrivener’s error in previously published appropriation ordinance reference numbers (adjusting references to reflect ordinance 18-15 series). The body dispensed with second readings on several ordnances when the required affirmative votes were recorded.
On the personal-property tax-relief front, council proposed and adopted a 33% relief rate for 2025 that applies to personal property valued at $1,001 to $20,000, consistent with the state’s statutory framework. Business vehicles, motor homes and personal property under $1,000 are excluded by state rules; property over $20,000 receives no additional relief.
What comes next: The grants will be appropriated into the FY26 budget lines specified in the ordinances; staff said no local match is required for the cited grants. Council indicated it will continue budget work in advance of next year’s full budget process.
