Attorney Kelly Schafer Miller opened the hearing for the applicant and said all required supporting documents — including criminal background information, driving records, floor plans, lease and formation paperwork — had been provided and entered into evidence. ‘‘All supporting documents have been provided as part of this application,’’ Miller told the board during her opening statement.
Applicant Kunal Kanubai Patel testified that he is the contract purchaser and a 90% member of Oldwell LLC, that he will retain the Piney Run trade name and keep existing employees where possible. Patel said he has two years' prior experience working in a packaged‑goods store, will require TAM/alcohol‑awareness certification for all employees, enforce a card‑all policy and will not accept vertical IDs. He told the board he plans to staff the store with roughly three employees and to hire a manager; he also said the current floor plan and hours will remain largely the same.
Three character witnesses — Ravindra Mali, Ashween Coley and Anil Kumar Kadri — testified they have known Patel socially and described him as honest, hardworking and fit to hold a liquor license. The board’s inspector and several commissioners questioned Patel about training, ID scanning and diversion reporting; Patel agreed to mandatory employee TAM certification and in‑house policies for compliance.
After brief board comments endorsing the applicant’s preparation and plans for training and signage, a motion to approve the transfer was made, seconded and adopted by voice vote. The chair announced, ‘‘So ordered,’’ and the applicant thanked the board.
